RECORD OF THE PROCEEDINGS OF THE COMMITTEE ON VESSELS
The 17th meeting of the "Committee on Vessels" was held on 7th of December 1951 at the Japanese Ministry of Transportation.
With regard to the question by the Korean Committee member at the previous meeting as to the date and method of delivery of the 19 vessels on the Japanese side's "List of Korean Registered Vessels in Japan", the Japanese side replied that they failed to see definite legal basis of agenda (a) through discussions up to date, and that since this Committee is discussing the problem of "Return of Vessels" from an overall point of view for their complete settlement, they would not answer whether or not they will return the "Korean Registered Vessels" until the scope of vessels on agenda (b)(c) and (d) will, be clarified and problems pertinent thereto will be fully analysed and discussed.
In reply to the above, the Korean side stated that the legal basis of agenda (a) is doubtlessly SCAPIN 2168. Their request is to discuss the terms of delivery of the said 19 vessels which are confirmed by both sides that were registered in Korea as of 9 August 1945. They want to settle all pending problems by thus settling each problem which are and will be confirmed by both sides. They would like to ask for the Japanese side's commitment, if answer to their question is not given, whether or not they are objecting to return the said 19 vessels.
The Japanese side replied that the purpose at this Committee is to discuss all pending problems relating to the "Return of Vessels". They confirmed that they are not rejecting the return of "Korean Registered Vessels" since they are obligated to return that under the SCAPIN 2168. However, they think this is not right time for them to answer to the Korean sides question on the terms of delivery of the said 19 vessels. Therefore, they will forward their answer to the Korean side's question whenever the scope of all agenda will be clarified.
It was agreed by both sides that they will continue discussion on this at the next meeting.
