RECORD OF THE PROCEEDINGS OF THE COMMITTEE ON VESSELS
The 8th, 9th, 10th and 11th meeting of the "Committee on Vessels" were held respectively on 16th, 20th and 24th of November 1951 at the Japanese Ministry of Transportation.
The Japanese side continuously stood on their view that the Korean Vesting Decree is deemed to constitute the foundation of the request of title to vessels covered in agenda (a) and (b), and accordingly requested to the Korean side to clarify the gist and scope of agenda (b) before their reply on five data concerning agenda (a) requested by the Korean side.
In reply to the above Japanese view, the Korean side repeatedly explained their view that the legal basis of agenda (a) is SCAPIN 2168 and SCAP Note and that of agenda (b) is the Korean Vesting Decree; and that therefore, they fail to see the necessity of explaining agenda (b) in the course of discussing agenda (a), and the Korean side refused to discuss two agenda simultaneously which obviously stand on entirely different basis.
The Japanese side agreed, after week long debate, to present a list of vessels registered in Korea as of August 9, 1945, though not final due to lack of reliable records. They added that the return to Korea of vessels is another matter.
Upon request by the Japanese side for clarification of the scope of agenda (b), the Korean skid expressed their desirability of holding the answer for new instruction from higher level and for their study on the list submitted by the Japanese side.
