YOUR telegram of 22nd.
Communicated with German Minister, and conjointly dispatched Aston to Corea yesterday (he returned here on the 26th); has already sounded Corean Government. American Treaty being ratified, they will resist commercial concession and insist on complete control of Tariff; they hope Chinese and Japanese will accept conditions of American Treaty, in order to promote their own claims on European Powers.
