The International Committee of the Red Cross has noted with interest the information you have kindly given it concerning the recent discussions held in Niigata. I am much obliged to you for this information. We have had the privilege of receiving a visit from Mr. (Masutaro) Inoue and discussing with him the problems with which the Japanese Red Cross is now faced in regard to the continuation of the repatriation operations in which the International Committee is taking part. We expressed to him the hope that Koreans who wish to do so may continue to proceed to a place of their choice in their country of origin and that any measure which might lead to the separation of members of a family, against their will, would be avoided."
