I met Ambassador MacArthur at his office at 9:00 a.m. today (December 26th ) and exchanged conversations with him for an hour concerning the problem of "compensation." At this meeting I once again strongly requested him to exert his best efforts for increase of the Japanese suggested amount of "compensation." Ambassador MacArthur said that although he exerted utmost efforts in this connection when he met Japanese Foreign Minister Fujiyama two days ago, Fujiyama definitely stated that the Japanese side was not in a position to increase the amount in view of internal political situation and of Finance Ministry's stiff position. MacArthur continued that, therefore, it was advisable for the Korean side to accept the suggested amount. Regarding "method and time" of the payment, I told him that the lump-sum payment of "compensation" in advance of actual implementation of the repatriation was necessary for the Korean side to make preparations for receiving the repatriates. I also wanted to be informed of where the money would come from. MacArthur said that the payment would be made in advance of the actual repatriation, saying that I didn't have to question the source of money. Concerning the wordings or contents of the oral assurance on "compensation," I told MacArthur that such wordings as "assistance, rehabilitation, and donation, etc.," would never be acceptable to us. MacArthur hoped that both , I and the Japanese side, would study on the wordings, saying that the wordings "compensation" was not acceptable to the Japanese side.
