In compliance with Your cable instructions No.FTB-192, in which you instructed me to make observations in connection with "Dongwha "dispatch from Tokyo on October 4 concerning foreign press views on the deportation, I wish to make following observations:
1. The IRC issued on September 3 the so-called "repatriation Guide Book " The Korean Communists Group, "CHORYUN ", launched a fierce opposition campaign to its insisting that the "Guide Book" comprised in it pelitical significances and that it violates the provisions of "Repatriation Agreement between the puppets Red Cross in the Nopak and JRC ". The "CHORYUN" have instructed the Koreans concerned to refuse the registration for repatriation.
2. Since the JRC began its registration work on September 21, only over one hudred of Koreans have registered. This seems to be resulting from the reasons referred to in the previous paragraph.
3. in the face of the demand by Korean Communists that the Repatriation Guide" be revised and also of their boycott of registration, the JRC had revised a part of the Guide and tried to give in more to the Korean Communists Japanese Goverment and the JRC had been inclined to give in more to the Korean Communists in this regard. This junctures the Korean Mission and this delegation made strong representation to some leaders of the Japanese ruling party, Foreign Ministry, and Japanese Chief Sawada (as reported by cable MTB- 189 of September 24) to the effect that any further concession by Japanese side in connection with the political demands by Korean Communists would bring about a most adverse effect on the overall Talks currently under way Giving favorable consideration to our representation as above and with the hope for smooth progress of Korea-Japan Over-all Talks, Premier Kishi and some leaders of the ruling Party exerted their influnces to Japanese Government and the JRC not to yield further to the political demands of the Korean Communists Thus, the JRC has refrained from making further concession and finally Japanese Government and the JRC made it public that the "Repatriation Guide Book" is not at variance with the so-called "Repatriation Agreement " and that the points at issue in the guide book will not be revised.
4. Nevertheless, there is no knowing when and how the puppets in the Nopak will change their tactics. Moreover, it does not appear that they have given up the conspiracy of the deporting Korean residents. Taking into account the facts that JRC has not changed its basic policy to realize the deportation of Korean residents even by compromising with the Korean Communists demands and that a with the Foreign Minister Fujiyama's return on October 4. the Japanese Communists Party and the left wingers of the Socialist Party are pressing harder Japanese Government acquiesce in the demands of the "CHORYUN " the deportation problem by no means allows us to entertains such an optimistic view as reported in DONGWHA dispatch Rather we should all the more be on the alert and closely watch the development of this issue it is necessary for us to make every effort to see to it that Japanese side will not make any concession to Korean Communists it is further added that their remains possibility that Japanese Government might change its attitude as above on the deportation problem when it sees little hope in the proseeding of the Korea-Japan Over-all Talks.
