SUBJECT : Report on Ambassador Yiu's representation of July 30 and Japanese reply of August 1, and Recommendation
In accordance with the Government instructions, which the Ministry dispatched pursuant to His Excellency the President's decision of July 24, 1959, Ambassador Yiu in his meeting with Japanese Foreign Minister Fujiyama on July 30, 1959 proposed an unconditional resumption of the overall talks and notified him that as soon as the Japanese side repatriates Koreans at Omura to the Republic of Korea, the Korean Government will repatriate those Japanese fishermen who served out their sentences as of the date of the above representation.
To the above representation by Ambassador Yiu, the Japanese side replied as if the resumption of the talks were to be "without any condition on the part of the Korean side." According to the Japanese Aide Memoire, "the Government of Japan welcomes this proposal ... from a broad viewpoint of the relation between Japan and the Republic of Korea." Japan agreed to our proposal for unconditional resumption of the overall talks, but "from its unchanging sincere desire to normalize relations ..., etc." The Japanese side further stated that "the Government of Japan desires that it will be carried out without any hitch before the resumption of the overall talks."
(OBSERVATION AND RECOMMENDATION)
It is necessary for our Government to respond again to the Japanese Government to make clear some points on which Japan intends to try its own arbitrary interpretation. Otherwise, we might leave a seed from which troubles stem in future negotiation. Under the circumstance, a recommendation is hereby made, for Your Excellency's approval, on the Ministry's instructions to Ambassador Yiu to direct him to make another representation pursuant to an Aide Memoirs and Oral Statement, the drafts of which are enclosed together with the Ministry's draft instructions to Ambassador Yiu.
