ESSENTIALS OF OUR RED CROSS PROPOSAL TO ICRC
I. Preamble: We will bristly cite the background and present hardships of the 600,000 Korean Residents in Japan.
II. Contents of proposal:
1) KNRC requests the ICRC to take the following measures:
A. ICRC will investigate whether or not the 600,000 Korean residents in Japan are treated humanely in due respect of humanitarian Principles as enunciated in Articles 2, 9, 23, 25 and 26 of Universal Declaration of Human Rights. JRC will render necessary services to expedite such investigation.
B. According to the result of its investigation, ICRC will make recommendation to the JRC to formulate and put into practice appropriate relief measures to alleviate their present sufferings in Japan.
2) KNRC will participate in such relief measures as will be taken in II, 1), B. above.
3) KNRC requests ICRC to urge the Japanese Government to take necessary steps to legally guarantee the right of the Korean residents in Japan to permanent residence which is not subjected to deportation.
4) A meeting between KNRC and JRC will be held under the auspices of ICRC at a time and place to be mutually agreed upon, provided the JRC recognises that, without taking, above all, the measures described in 1), 2) and 3) above, it cannot by any means be said that the Korean residents in Japan are free to stay in Japan.
REMARK : The main purpose of making this proposal is solely to counter the Japanese attempt to deport our people in Japan and to help ICRC in finding excuse for not giving approval to the Japanese request. Therefore, timing of the presentation of this proposal should be carefully calculated according to the development of the situation here, and we hope this tactic should be kept in top secret.
