Your Excellency:
I beg to acknowledge with appreciation receipt of your Excellency's letter No.25.
I am in close contact with ICRC and, as I reported in my last letter, ICRC is carefully watching developments in Japan and in the event they might announce withdrawal of their mission. Thus I am always on the alert. In the meantime, I received on the 18th a cablegram from the Government saying that Japan virtually "revised the so-called Guide-Book by providing the procedure of implementation." I immediately enquired at the Foreign Ministry for a detailed account of this so-called procedure of implementation and as soon as I am informed of the details and views of the Government on this I shall continue to invite the attention of ICRC on this point.
I shall be seeing Dr. Junod again shortly. After he attended the reception he went to Germany, but he is now back in Geneva.
Undoubtedly we are morally supported by all the Red Cross people:although ICRC intervened in this deportation, there is still a chance for us to succeed. I should appreciate it if the Government would inform me as to how the Japanese Red Cross implements the so-called deportation.
2) Since August all financial matters of this office have been in the charge of Counsellor Jo and the September report was made during my absence in Athens. Regarding the form of the financial report, I shall ask Mr. Jo to comply with the instructions indicated in letter No.25.
