Dear Mr. Ambassador:
I acknowledge the receipt of your cable TS-910151 of January 27, 1958, and following instructions are given for your observance:
1. As regards your item one, please send two separate lists of the Koreans of post-war category and also the list of art objects to Foreign Ministry by the earliest pouch.
2. Mow that you presented to the Japanese side the list of Japanese fishermen, it is once again reminded that presentation of such list does not necessarily mean that all those listed should be repatriated even in case Japanese side fails to honor the agreed terms, as you were already informed by Formin instruction No.PS/5 dated January 24, 1958.
3. As regards your item 2, we dropped Mr. Suh Jung Hak, Chief of Police Bureau, from the investigators` list. As you suggested we will send following five police officers as Foreign Ministry officials. Please get their entry permits and report as early as possible. homes of five officials are: Sang Kink Lee, Kyung Chul Cho, Ki Suk Suh, Won Bae Kim and Jong Ok Han.
4. As ragards your item 3 and 5, efforts will be made to meet your suggestions. The date and time of transportation and the port of arrival will be communicsted to you as soon as they become definite so that you may inform Japanese side in advance. The list of first 300 Japanese fishermen is herewith attached.
5. As regards your item 4, our investigators to be dispatched from Seoul will check the detainees person by person to establish whether they belong to those Koreans of post-war category. Unless those Koreans have met this process, we will not he ready to receive them for repatriation.
6. As to the question of about 100 Korean detainees who allegedly wish to be sent to North Korea, we firmly maintain that they must be sent to the Republic of Korea without fail. Unless it is so settled we will not receive Koreans of post-war category for repatriation.
