Dr. Yang:
I am sorry to hear that you are leaving so soon. I had hoped that we would be able to reach some agreement on all the questions taken up in this conference before your departure, but I realize that the conversations have taken longer than expected and that you have important duties in Washington which cannot be neglected.
I want to thank you for the frank and cordial spirit with which you have led your delegation and I think we can say that we have discussed straightforwardly a very wide field of common concern and that a very big first step has been made in establishing the basis for close relations between your country and mine.
In connection with the conference next spring to which we are so glad you have agreed, I would like to say that it is of very great impotance to my government that our relations should be established upon a firm basis of friendship and mutual respect at the earliest date. It is our intention to go into this matter fully with you next spring, so that by the time the Pease Treaty comes into force we shall have on both sides the good understanding which will enable us to live together as two friendly neighbors with common interests. The discussions on the question of treatment of Korean residents and on shipping have not been completed, but I feel that there is greater understanding now on both sides and that it will not be long before we can work out a satisfactory solution with your colleagues.
I hope that you will go away assured of our good intentions and that you will return next spring so that we may again have the pleasure of working with you.
