In the interests of justice and concern for humanity as well as the preservation of individual freedom, I as enclosing herewith a resume of important points connected with the mass deportation scheme of the Japanese Government for Korean residents in Japan to Communist-occupied northern Korea.
It is our conviction that if this mass deportation of Korean residents in Japan to Communism were to be effected, Communist manpower and morale would undoubtedly be increased and the adverse outcome would directly affect, both physically and morally, not only the Republic of Korea but also the entire defense of the Free World against Communist aggression. With this in view, I therefore submit the above mentioned enclosure to present to you the true facts of the Japanese scheme.
It shall be furthermore highly appreciated if you would feel free to pass on to me your view regarding this matter together with questions, if any, that you may wish to ask in order to clarify any point on this subject.

It is my considered opinion that your Government has every right to seek deportation of Korean residents to the Republic of Korea instead of Communist-occupied northern Korea and should make strong representations with the Imperial Japanese Government so that your points of view, totally in accord with the most elemental principle of justice and concern for humanity, be taken into serious consideration.
