Dear Mr. Boissier:
In acknowledgment of your kind letter of January 11, 1960. we wish to express our warm gratitude to ICRC for their humanitarian approach to the question of "repatriation" of Korean Residents in Japan to the northern part of Korea.
As you are well aware, we had been victims of power politics for 40 years and now Justice is going to prevail in international relations particularly after the announced recognition by the ICRC Mission in Japan of Japanese Communist political propaganda. We do believe that ICRC has started to realize that the Japanese action on the deportations is not based on justice and humanitarianism as you had expected the way it should be.
We are convinced that the appropriate action taken by ICRC does not only concern the "repatriation" but also the peace of world. Concerning "repatriation", we wish to draw your serious attention to the recent development encircling the ICRC Mission 's note delivered to the Japanese Red Cross on January 4, 1960 in which it requested the suspension of political demonstrations etc. In response to this note, the Japanese Red Cross and other organizations supporting "repatriation" announced that they would desist from any political demonstrations etc., thus giving the impression that they had complied with the ICRC Mission 's request. However, it is evident that "repatriation" cannot be free of political influence so long as Japanese remain active in their "behind the scene" political maneuverings. This was well evidenced by the recent Japanese move to entrust Communist-affiliated Japanese Labor Union s with the role which hitherto the Korean Communist organization had played up to the time of 4th shipment of Koreans aboard "repatriation" vessels en January 15th. It is now obvious that "repatriation" is being carried out under strong influence of political maneuverings.
Under these circumstances, we cannot but most earnestly request you to review the whole situation in which the "repatriation" has been carried out and to take prompt measure to withdraw the ICRC Mission from Japan. At the same time, ICRC is requested to do something to remedy the destiny of those who have already been "repatriated" to the northern part of Korea under strong political influence, and have thus become political scapegoats for the political interests of Japanese and Communist.
