독일적십자사 사무장과의 면담내용 보고

Your Excellency, the President,
I have the honour to refer to Your Excellency's instructions No, 47 and 48 dated July 15, 1959 and inform Your Excellency that I have tried to call personally on Dr. Heinrich Weitz, the President of the German Red Cross, but since he was out of Bonn for vacation, I had First Secretary Yoon Kul Chang visit
Dr. Anton Schlögel, the Secretary General and received the report from him as follows:
Mr. Chang called on Dr. Schlögel at 10:00 a.m. on July 27, 1959 at the latter's office,
1) With regard to the news report on the German Red Cross Hospital in Pusan.
Showing the Australian newspaper clipping Your Excellency sent to us, Mr. Chang said to Dr. Schlögel that our Red Cross and our people as well as our Govern ment do not wish to see such gossip appear in newspapers and requested him to have his good offices for preventing any other such happenings in the future,
Mr. Chang further explained that after all the German Red Cross Hospital in Pusan, although they had had some trouble among them, had given a good contribution to the Korean people and the arguments had already calmed down.
Therefore they also may not wish to have such story which hurts the hospital itself.
To this statement, Mr. Chang informed, Dr. Schlogel entirely agreed and promised to make his every effort to comply with our request and borrowed the newsclipping in question, so that he can make photostats of it.
Dr. Schlögel explained to Mr. Chang that since the arguments raised in the Red Cross Hospital were brought to the "Medical Commission in Stuttgart and there an honorary court will judge which was wrong and right, the case seemed to have been reported in the newspapers again. Until the final judgement will be produced by the court. Dr. Schögel said, there might be possibilities of renewed public arguments,
Therefore, Dr. Schlögel stated that he will write a letter, attaching the copy of the newsclipping, immediately to the Medical commission in Stuttgart with a strong request that they should do best for preventing any news story in regard to the Hospital in Pusan
2) With regard to the deportation of Korean residents in Japan to the northern part of Korea.
Mr. Chang explained especially laying stress on our following points
a) The Japanese are trying to deport Koreans in Japan
to the north in order to evade their obligation to compensate to these Koreans for the mistreatment,
b) this issue is fundamentally political question to be solved between the Korean and Japanese Governments, and that it has been discussed by them for long time. The sudden Japanese attitude of trying to deport those Koreans to the north proves their intrigue to camouflage their intention to gain something at the negotiations on the other various question,
e) therefore, the International Committee of Red Cross should not take this case as the humanitarian question, as the Japanese are insisting, but regard it as a political question and should leave their hands off this problem, and
d) the German Red Cross is to be requested to support our standpoint.
Dr. Schlögel, saying that he will convey our wishes to his President and he could understand our point of view, gave Mr. Chang an information that the Convention of the Board of Governors of the League of the Red Cross Societies, which is held in every two years, will take place in Athens, Greece, from September 21 to October 1, of this year, Although there vas found no agenda so far with regard to this question at this meeting, Dr. Schlogel indicated that we should pay close attention to the proceedings of the meeting.
Mr. Chang requested Dr. Schlögel to render his good offices that in case of such open discussion at the Athens Conference his delegation should support our standpoint.
