▣...▣
According to the result of the Korea sia fishing boat conference held at 1:30 p. m. on Dec. 3rd Pchyung Moon K9i and ▣▣ inspected the design and the actual condition of the actual condition of construction of the fishing boats now under construction in Toyama and ▣ukui Prerecture to find that the purse-seine fishing boats and trawler boats now under construction seemed to be a blending in type of the hguri fishing boat, the trawler boat and the fish carrier boat which are in use on Japan's Pacific coast and bays for the purpose of fishing mackerel-pike, earline, horse-mackerel, mackerel, etc. A fishing boat only for fishing mackerel in Korea waters is required by us, but the boats now under construction are not purse-seine mackerel fishing boat(Please refer to the plans attached)required by us. It is a fishing boat which has never been seen in Korea so far, and we have found that no Korean fishermen can fish mackerel by this boat in Korean waters. The reasons are:
1) The method of catching a school of mackerel coming to Korean waters is to encircle them by means of purse-seine imedeatly upon discovery of them. Consequently the proper length of the net stand in the stern is 24 "shaku"(Japanese feat). It is necessary that while having a capacity to carry things weighing up to over 3,600 "kan"(All of 2,400 kan of nets,▣...▣ 36% of moisture in nets and 400 kan of crews),the boat should be constructed in such a way that should have enough demensions that its crew can act very quickly; notwithstanding this fact, the stern of the purse-seine fishing boat now under construction has such small dimension that the boat can hardly be made use of with fishing nets and its crew on board. It is designed in such way that simply loading the required fishing nets and its crew (weighing over 3,600 kan in all)weakens its floating strength and its decks are flooded(It was planned that the boat would float above the sea level to the height of 1. 7"shaku"). This is because the lower part of the stern is circular in structure instead of being square until the boat encircles school of ▣...▣ ▣...▣ with partner boat, ail in parallel two purse-seine fishing boats severing company in contact with each other when the sea is high, the stern must be designed as to withstand such heavy contacts, otherwise the boat is unusable.
In order to make possible mackerel fishing in Korean waters by the purse-seine fishing boats now under construction, the following alternations are absolutely necessary:
(1) The total length of the purse-seine fishing boats now under construction is 66. 9"shaku". So the stern small be lowered as per annexed drawing and be made square.
(2) The length of the net stand on the stern, that is, the crew's workshop, shall be made 22. 4 "shaku", the length from the kitchen to the bridge 17. 2 "shaku", and the length from the bridge to "MIYOSHI" 27 "shaku", reconstruction shall be made as above.
(3) Two circular watch stands made of pine wood shall be established. The reason is that while in operation, two purse-seine fishing boats sail in parallel with each other in close distance, so without watch stand there is fear of collision and damage.
Re: Naterials for purse-seine fishing boat and trawler boat.
(1) The keel of the Korean mackerel purse-seine fishing boat is over 2 "shaku" in width and over 1 "shaku" in thickness, and "MIYOSHI" is 1. 2 "shaku". The keel of the purse-seine fishing boat now under construction in Japan is 1 "shaku" in width and 0. 8 "shaku" in thickness, and "MIYOSHI" is 0. 07 "shaku", so they are weak.
(2) The bridge deck and outside board of the Korean purse-seine fishing boat are made of Japanese cypress and Jelkove, but such wood is not used for the fishing boats now under construction.
(3) In Korea one complete wood piece material is used, but two or three pieces of wood are used joined together in the case of the fishing boats now under construction. In Korea wood 0. 3 "shaku" in thickness is used for the costal, but one 0. 25 "shaku" thick is used for the boats now under construction in Japan
(4) "fouch"is used where "bolts" should be deed, so the most become weak. Therefore, we think the lives of the purse-seine fishing boats and trawler boats now under construction in Japan will be shorter us compared with the 2-years old boats which are built by using the better material and parts described herewith.
