RECORD OF THE PROCEEDINGS OF THE COMMITTEE ON VESSELS
The 12th meeting of the "Committee on Vessels" was held on 26 November, 1951 at the Japanese Ministry of Transportation.
The Korean side asked the Japanese side to wait the clarification of agenda (b) which the Japanese side had demanded at the previous meeting pending receipt of the instruction from its Government. Japanese side insisted on clarification of the gist and scope of agenda (b), and after the clarification they would continue to discuss agenda (a).
With reference to the list of vessels registered in Korea as of 9 August, 1945 which the Japanese side submitted at the previous meeting, the Korean side asked the Japanese side to make an explanation as to whether or not that list was finally decided, and stated that the number of fishing craft was too small when compared with the survey made by the Korean side.
In reply to the above, the Japanese side stated that the listed vessels are all of those recognized as having been registered in Korea as of 9 August, 1945, that the field survey must be conducted for each vessels before making a final confirmation, that the problem rests in the fact that the list includes those vessels registered in Korea on 9 August, 1945 and that whether or not these vessels are the objects of return under SCAPIN is another question.
Finally, they agreed that adding or deleting the vessels which the both sides consider to be those which were registered in Korea as of 9 August, 1945 to and from the list should be made on evidence.
