Committee on Vessels First Meeting
The first meeting for the return of vessels was held at 10:00 a.m on this date, at the office of the Japanese Ministry of Transportation, Tokyo. Following, the introduction of the representatives of the
Korean and Japanese governments by Jr. Karl honkee, member of Korean Mission (in Japan), Mr. Kawasaki and Mr. Hong Chinkee, on behalf of the respective representatives, exchanged greetings, and expressed desires for sincere discussion to attain satisfactory settlement of the pending problem.
Mr. Kawasaki: On behalf of our side, I wish to welcome you Gentlemen and to thank you for coming over to nave this sub-committee on vessels in accordance with the decision which was made at the fourth leading conference between korea and Japan dated 25 October, 1951.
Mr. Hong: His greeting speech and statement is described in the attached document No.1
1. Nature of Joint Committee on "Return of Vessels in Japan"
a) Organization.
It is composed of both sides for the negotiation on the arrangements of delivery and receipt of Korean registry ships, on the decision of ownership of some vessels located in Korean waters on or after 9 August, 1945 and also on that of the other pending problems in accordance with the decision which was made at the 4th Korea-Japan conference dated 25 October, 1951 under the good offices of SCAP.
b) Right of Decision
It may exercise its own right of decision independent of Japan-Korea conference except that it as obligation to report to the latter the items decided in it
2. The following points are agreed to by both sides:
a) Member:
The committee shall be operated without a chairman, and members on each side may be changed with notification.
b) Use of language:
In principle the member shall use his own Language in the formal talkings but if necessary, one language may be used in the free discussion.
c) Record:
Each side shall make a record on the main points agreed to and the records for the report on Japan-Korea conference shall be examined each other following the close of the meeting.
d) Press release
What is to be released for press shall be decided at the end of each meeting but the means and ways for release shall be done initiatively by each side.
e) Next meeting:
20:00 p.m. November 1, 1951
f) Korean side proposed such agenda as is attached to Document No.11.
