RECORD OF PROCEEDINGS OF THE "COMMITTEE ON VESSELS"
(November 6, 1951)
The "Committee on Vessels" was composed of in accordance with the decision made at the Korea-Japan Conference which instructed to discuss the problems concerning return of vessels pending between Korea and Japan.
The members of this Committee assembled respectively on October 30, November 1, 5 and 6 at the Ministry of Transpotation.
As to how to proceed this Committee, it was mutually agreed that the Committee meeting will be called every week-day morning provided that both members shall retain the right to put off the meeting, if necessary, and that both Korean and Japanese languages will be formally used in discussion, and that highlights of discussion in this Committee will be recorded in English for mutual confirmation.
Korean representative proposed agenda which reads as:
(a) Execution of SCAPIN 2168.
(b) Return to Korea of Vessels located in Korean waters on or since August 9, 1945.
The Japanese representative proposed to add their agenda which reads as:
(a) Return to Japan of five Vessels on loan to Korea.
(b) Return to Japan of Fishing Vessels detained in Korea.
It was finally agreed, on Nov. 6, to reword and adopt agenda:
(a) Problems concerning return of Korean Registered Vessels.
(b) Return to Korea of vessels located in Korean waters on or since August 9. 1945.
(c) Return to Japan of five Vessels on loan to Korea.
(d) Return to Japan of Fishing Vessels detained in Korea. (reserved pending Korean investigation)
It was understood and agreed that agenda (a) includes the arrangement suggested by SCAP Note to the Korean Mission dated on Sept. 10, 1951.
