JAPAN-KOREA CONFERENCE
Summary Record of the Seventh Session of the Basic Relations Committee
1. Date, time and place:
March 26th (Wednesday), 1952 10:20 hours-11:55 hours
At Room No. 419, Ministry of Foreign Affairs
2. Conferees:
Mr. OHNO and five other Japanese Delegates and Mr. YU and five other Korean Delegates were present.
3. Proceedings:
(1) The Korean side expressed its opinions on the Draft Treaty presented by the Japanese side for reference at the preceding session. Namely:-
a. The name of the Treaty should be “the Basic Treaty.”
b. The expression, “do not regulate the relation-ship …,” in paragraph 3 of Preamble, is insufficient and it should be to the effect that these treaties and agreements were null and void.
c. The words, “in accordance with the purposes and principles of the Charter of the United Nations …,” in Article 1, are better to be inserted after discussion thereof at the plenary session.
d. The expression, “Japan affirms that Korean residents in Japan are not nationals of Japan,” in Article III, is not necessary.
Since these points were not settled at this session, conclusion was carried over to the next session.
(2) In reference to the expression regarding the treaties and agreements between the Empire of Korea and Japan, Mr. OHNO expressed the Japanese side’s intention to use only such words as “the treaties and agreements are at present ineffective,” and Mr. YU stated that the Korean side would like to insert an expression to the effect that the treaties and agreements had been null and void from the beginning.
It was settled that these points would be carried over into the next session.
(3) The Korean side requested to have Article II of the Treaty of Peace signed at the City of San Francisco on September 8, 1951 included in Article IV of the Draft Treaty, and the Japanese side accepted this request.
(4) It was decided that the next session would be convened from 10:00 hours, April 2nd (Wednesday), 1952 at the same conference room.
