My Lord,
Tôkiô, May 31, 1883
HAVING expressed in my despatch No. 78 of the 14th instant, the apprehension that owing to the long passage made by Her Majesty’s ship “Daring” to Corea, the United States’ Minister might arrive there before the conclusion of the business with which Mr. Aston was charged, it affords me satisfaction to point out that, owing to the promptitude of Mr. Aston’s action, the Declarations extending the time for the exchange of the ratifications of the Treaty between Great Britain and Corea were signed two days before General Foote arrived at Söul.
I have since heard from the Acting Foreign Minister that the Japanese Minister to Corea has informed him by telegraph from Nagasaki that the ratifications of the American Treaty with Corea were exchanged at Söul on the 19th instant.
