NOT DELAYING OVER ALL TALKS WITH ROK, KONDO

Japan is not deliberately delaying the resumption of the Japan -Republic of Korea overall talks, a Foreign Office spokesman side last night.
A statement issued by Shinichi Kondo, director of the Public Information and Cultural Affairs Bureau denied recent ROK charges that Japan has rejected Seoul 's bid for unconditional resumption of the talks.
Kondo said that South Korea had refused to resume the talks unless Japan agreed to suspend its Geneva talks with North Korea on the problem of the voluntary return of Korean residents to North Korea. Japan has repeatedly proposed the reopening of the overall talks to South Korea, he said.
The statement further said that there could be no reason why Japan should object discussing again pending problems with the ROK provided Seoul agreed to "unconditionally" reopen the talks.
It's up to the free will of Korean residents to choose place to go back: said Kondo, He added that Japan 's plan to let them return to the place of their choice is in line with Internationally accepted principles.
This problem is of a domestic, procedural nature, and, therefore, there is no reason why South Korea should step in and object, he streassed.
The statement also emphasized that the problem of Japanese fishermen detained in Korea should, in no circumstances, be made a tool for political bargaining on any other matter.
Kondo hoped that the Seoul Government would promptly release these Japanese detainees from the humanitarian standpoint.
