My dear Mr. Secretary,
I should like to avail myself of this opportunity of again calling to your attention this Government's deep concern regarding current difficulties in the relationship between Korea and Japan arising out of the latter's intransigence and growing tendency toward pro-Communism. A brief review of current aspects of Korea-Japan relations is attached hereto for your information and perusal.
Aa you have already pointed out in your letter of September of this year, it is essential that relations between the Republic of Korea and Japan be on a friendly and cooperative basis. The improvement of Korea-Japan relations, with a view to forming a strong Far Estern link in the defense against the rising tide of Communism, would be in the interest of the two countries and of the free world in general.
It is with this view that the Korean Government has been patiently and consistently endeavoring to seek rapprochement with Japan. In our aproach, as you know, there are only two prerequisites to be met on the part of Japan: first, to evince a genuine friendliness toward Korea in solution of the impasse between the two countries; second, to stand definitely and unequivocally on the side of those who oppose Communism.

The United States Government, as the sponsor and a signatory of the San Francisco Peace Treaty, has a moral as well as a legal obligation to ensure Japanese observance of the terms of that treaty pertinent to Korea. I am presenting the attached Memorandum to solicit your renewed efforts to strongly admonish the Japanese Government to observe the terms of the San Francisco Treaty by publicly and officially renouncing its unwarranted property claims upon Korea and by retracting the Kubota Statement which challenges the sovereignty of the Republic of Korea.
I am also enclosing herewith for your consideration Memoranda on the Korean economy and on the Korean military problem prepared respectively by the Ministries of Reconstruction and National Defense of my Government.
