The forcible measures taken recently by the Korean Government vessels to enforce the so-called Syngman Rhee Line are causing, at this height of fishing season, enormous damage to Japanese parties concerned, and are threatening the very livelihood of hundreds of thousands of Japanese fishermen; and the expeditious solution of the present situation is deemed a matter of great urgency.
In order, therefore, to solve promptly the present problem as well as to maintain the friendly relations between Japan and Korea, the Japanese Government proposes to reopen immediately the Japanese-Korean talks which have been temporarily suspended since the end of July last.
With regard to the immediate question of fishery, it is suggested that, if the Korean Government agrees, representatives of the fishing circles of both countries be included in the talks. It is further added that the Japanese Government is prepared to conclude, through the proposed negotiation, an arrangement that will provide for those regulative measures governing fishing operations on the high seas which are considered necessary from the standpoints of the conservation of fishery resources and the promotion of common welfare of the fishing populations of both countries.
