The 20th session of the Sub-Committee on Vessels was held at 3 P.M. on November 19, 1958 at Japanese Foreign Ministry. Next meeting will be held at 3 P.M. on November 25, 1958.
At today's meeting, our side requested to Japanese side to give us a reply regarding our first list of 31 vessels submitted at the 18th session. Japanese side stated that, as there exist discrepancies of views on the legal basis of our claim, it unofficially received the above list only for its reference. It continued that the Sub-Comittee should proceed to discuss Agenda item B and then item C and D subsequently in order that a conclusive decision could be made on the overall problems of vessels by after discussing all the 4 Agenda. Strongly opposing to the above Japanese suggestion, our side reiterated our stand that the Sub-Committee should settle the problem under Agenda A first and proceed to the Agenda B only thereafter. In the light of the above this delegation views that there are two kinds of impasses in the course of talks at this Sub-Committee: 1. Regarding the legal basis of Agenda A; the other, regarding the method of proceeding this Sub-Committee. Since the Sub-Committee now confronted with a dealock, the Government's instructions how to break the above impasse would highly appreciated.
