RECORD CF THE PROCEEDINGS OF THE "COMMITTEE ON VESSELS"
The 6th meeting of the "Committee on Vessels" was held on November 13, 1951 at the Ministry of Transportation.
In regard to the five items requested by the Korean representative at the last meeting, the Japanese representative expressed their view that they are not able to submit data until (a) several doubts contained in SCAPIN 2168 be fully and definitely dispelled and (b) the Korean Vesting Decree be clearly and plainly construed whereas SCAPIN 2163 and SCAP Note dated Sept. 10, 1951 to the Korean Mission have their legal foundation on the said Decree; therefore, they proposed to amalgamate agenda (a) and (b), and adopt single agenda to discuss them simultanously.
Korean representative stated their view that the Korean Vesting Decree is not necessarily to be refered to in discussing agenda (a) since the said agenda (a) is made not on the foundation of the said Decree but on the basis of SCAPIN 2168 and SCAP Note to the Korean Mission; therefore, they refused to combine agenda (a) with (b) which has already been agreed upon in the previous meeting to discuss seperately and therefore so discussed.
The Japanese representative requested to discuss this point at the next meeting for their further consideration.
