THE SECOND PLENARY SESSION OP THE FOURTH KOREA-JAPAN OVERALL TALKS
1. Time and place : From 10:45 a.m. to 11:07 a.m. on April 22, 1958
2. Conferees:
The Korean side : Same as in the previous session except Amb. Kim who was absent.
The Japanese side : Same as in the previous session except Director Itagaki who was absent.
3. Proceedings:
a). Adoption of the agenda of 4th Korea-Japan Overall Talks
MR. SAWADA:
The agenda of the 4th Japan-Korea Overall Talks will be the same as agreed on December 31, 1957.
AMB. LIMB:
The agenda of the 4th Korea-Japan Overall Talks will be the same as agreed on December 31, 1957.
(Both sides agreed on the agenda of the 4th Korea-Japan Overall Talks.)
b). Decision on the procedural matters for the 4th Korea-Japan Overall Talks
(1) Language:
MR. SAWADA:
The Japanese side will use Japanese or English and the Korean side will use Korean or English. Each side will provide its own translation service for comprehension of the languages spoken by the other side.
AMB. LIMB:
The Korean side will use Korean. or English and the Japanese side will use Japanese or English. Each side will provide its own translation service for comprehension of the languages spoken by the other side.
(Both sides agreed on the language matter as mentioned above.)
(2) Summary record:
MR. SAWADA:
Each side will designate one officer for drafting summary records on the meeting of the plenary session, The summary records will be drafted in English alternately by the designated officers. The summary records so drafted will be initialed by the both officers and will be presented to the following plenary session for the confirmation by the Chief Delegates of both sides.

(3) Press release
AMB. LIMB:
Each side will designate one press officer. Joint press release will be made through the press officers, upon decision by the Chief Delegates of the both sides at the end of each plenary session.
MR. SAWADA:
Bach side will designate one press officer. Joint press release will be made through the press officers, upon decision by the Chief Delegates of the both sides at the end of each plenary session.
(Both sides agreed on the matter of press release.) c). Composition of Committees
AMB. LIMB:
For the smooth proceeding of the Overall Talks, would like to make the following proposal in organizing the committees of this Talks. I will name the committees to be set up.
1. Committee on Basic Relations
2. Committee on Korean Claims aganist Japan In this committee, three sub-committees will be set up as follows:
a). Sub-committee on return of Vessels
b). Sub-committee on return of Korean Art Objects
c). Sub-committee on other Claims
3. Committee on Legal Status of Korean Residents in Japan
4. Committee on Fishery Problems and Peace Line
These my proposal. I request you, gentlemen, to consider the above my proposal.
MR. SAWADA:
I think your proposal on composition of the committees is subject to consideration of the administrative level meeting. (After interval about two minutes or so.) Of course, I will refer your proposal to my Government for consideration. I will reply to you as soon as possible.
AMB. LIMB: It seems all right.
d). Setting of the date of the next plenary session.
AMB. LIMB:
I would like to propose April 23, 1958 as the date for the third plenary session.
MR. SAWADA:
All right. How about holding the meeting at 4 p.m. tomorrow (April 23, 1958)?
AMB. LIMB:
No objection.
e). Designation of officers for compiling of the summary records and for press release.
AMB. LIMB:
How about designating press officer and officer for drafting summary record?
MR. SAWADA:
All right. On behalf of our side, I will designate Mr. Okuma as officer in charge of drafting summery records and press release for the Japanese Delegation.
AMB. LIMB:
I designate Mr. Kyu Hah Choi as officer for both drafting summary records and press release for the Korean Delegation.
f). Press release concerning the second plenary session.
MR. SAWADA:
I will read the text of press release. "The second plenary session of the Fourth Japan-Korea Overall Talks was hold at the Ministry of Foreign Affairs at 10:30 a.m. on April 22, 1958. At this meeting both sides confirmed that the agenda of the Overall Talks would be the same as agreed on December 31, 1957, and agreed on relevant procedural matters for the Talks. It was further agreed that the third plenary session would be held on April 23, 1958." .
AMB. LIMB:
The seeond plenary session of the Fourth Korea—Japan Overall Talks was held at the Ministry of Foreign Affairs at 10;30 a.m. on April 22, 1950. At this meeting both sides confirmedthat the agenda of the Overall Te1:4..0 would be the same as agreed an Di4•1►,01` 31, 1957, and agreed dnrelevant procedural matters for the Talks. It was further agreed that the third plenary session would be held on April 23, 1958.
(Thus, both Chief Delegates decided to release the draft to the press.)
The meeting was adjourned at 11:07 a.m. On April 22, 1958.
