번호 : MTB-214
일시 : 142030 (1959.10.14)
TO : Office of the President, Foreign Minister
Item 1. The 20th session of THE COMMITTEE ON the problems of Korean Residents in Japan was held at the Japanese Foreign Ministry from 10:30 a.m. to 11:40 a.m., October 14. It was agreed that the next meeting will be held at 10:30 a.m., October 20, Tuesday.
Item 2. At this meeting, Delegate Yu made clear our basic position of the problem of mass repatriation to the Republic of Korea of Korean residents in Japan that both Governments of the Republic of Korea and Japan should make positive efforts to encourage the repatriation of as many Korean residents in Japan as possible within a limited period of time, by providing them with special treatments and facilities. The Japanese side stated in reply that it had no objection in principle to the above mentioned stand of the Korean side, that however, in the light of the precedent that many Chinese had been repatriated to the continent of China from Japan after the end of world war II ' it would be difficult for the administrative level of the Japanese side to consider any better treatments of Korean repatriates beyond the scale of the precedent, and that therefore it would help the Japanese side to set up an outline if the Korean side would make detailed suggestions as to the extent of the treatments concerned in this connection. To this, our side emphasized that, since the problem of Korean residents is unique in character, a special consideration should be given to the problem of the repatriation of Korean residents to the Republic of Korea.
Item 3. As a part of its general views on overall points of Korean residents problem, the Japanese side presented at this meeting its views concerning the scope of Korean residents in Japan and the matter on nationality of Korean residents.
Item 4. For details, the gist of talks at this session would be sent to the Government via next pouch.
