GIST OF DRAFT OF JAPAN-KOREA PROVISIONAL FISHERY AGREEMENT
In order to ensure the maximum sustained productivity of the fishery resources in the high seas where both countries have common interests and to regulate their fishing operations in the said areas, Japan and Korea shall take in cooperation the following measures for the time being.
I. Concerning bull-trawler fishery and trawler fishery, contracting parties shall establish "fishing prohibited zone with a view to conserving fishery resources.
(1) "Fishing prohibited zone" for the bull-trawler fishery shall be as follows: The waters lying between the lines mentioned hereunder and the Korean peninsula.
(a) In the eastern waters oft the coast of the Koreas peninsula, lying north of 37˚03'N, the line drawn as far as six nautical miles from the coast of the Korean peninsula.
(b) The line drawn by consecutively conneeting the following points; crossing point of the afore-said line and 37˚03'N, 36˚30'N-120˚35'E, 36˚05'N-129˚42'E, 35˚28'N-129˚39'E, 34˚57'N-129˚18'E, Hongdo light house, Habaskdo light house, 33˚29'N-127˚00'E, 33˚15'N-126˚56'E, 33˚07'N-126˚34'E 33˚05'N-126˚15.'E, the highest peak of So-huksando, 34˚40'N-125˚03'E, 35˚20'N-125˚52'E, 36˚08'N-125˚51'E, Bukkyuk-yuibido light house, Sochungdo light house, and 37˚49'N-124˚32'E.
(c) In the western waters off the coast of the Korean peninsula, lying in the north of 37˚49'N, the line drawn as far as six nautical miles frost the coast of the Korean peninsula.
(ii) The fishing prohibited zone for trawler fishery shall be as follows: The waters lying between the lines motioned hereunder and the Korean peninsula.
(a) the line of 130˚E.
(b) the line drawn by consecutively connecting the following points: 35˚34'N-130˚E, Hongdo light house, 33˚08'E-127˚04'E, 33˚02'N-126˚03'E, the highest peak of So-huksando, and 37˚58'N-124˚29'E.
(a) the line drawn by connecting the highest peak of So-huksando and the point of 37˚58'N-124˚29'E, and its extention northward.
II. As to bull-trawler and trawler fisheries, the both sides shall establish "regulted zone", with a view to regulating fishing operations and make an arrangement regarding the number of vessels of each side to be allowed to operate in the said zone.
The zone mentioned in the foregoing paragraph shall be as follows.
The waters encompassed by the straight lines drawn by conseeutively connecting the following points;
34°00'N-125°51'E, 35˚20'N-125°52'E, 34˚40'N-125°03'E the highest peak of So-huksando,33°05'N-126˚15'E, 33°07'N-126°34'E, 33°15'N-126°56'E 33°20'N-127°00'E 32˚30'N-127°00'E, 32°30'N-126°00'E, 34°00'N-126˚00'E, 34°00'N-124˚30'E, 36°00'N-124˚30'E and 36˚00'N-125˚51'E.
III. With respect to purse seine fishery and angling fishery of maelsral the both sides shall establish "regulated zone" with a view to regulating fishing operations and make an arrangement regarding the number of vessels of each side to be allowed to operate in the said zone and also on the restriction of light intenalty of gathering lamps.
The zone mentioned in the foregoing paragraph shall be as follows
The waters encompassed by the Korean peninsula, Dainado, Chejudo and the lines mentioned hereunder:
(a) the line connecting Makinoshima light house and Mishima light house.
(b) the line connecting kamisaki light house and southeast tip of Chejudo.
(c) the line drawn by consecutively connecting the highest peak of the highest mountain of Chejudo, the point of 34°00'N-126°00'E, and Euryongdo light house.
IV. Each country shall be responsible for the observance by its nationals of the present agreement and take domestic measures required in this connection.
