ONE BRIEF EXPLANATIONS ON OUR PROPERTY IS JAPAN AND CLAIMS AGAINST JAPAN WHICH WILL BE THE SUBJECT OF SPECIAL ARRANGEMENT BETWEEN THE REPUBLIC OF KOREA AND JAPAN
1) Article 4 of the Peace Treaty against Japan provided that the disposition of property of Japan and of its nationals in Korea and their claims, including debts, against the Government the Republic of Korea and its residents, and the disposition in Japan of property of Korean Government and Korean residents and claims, including debts, of Korean Government and Korean residents aginst Japan and its residents, should be the subject of special arrangement between the Republic of Korea and Japan.
In addition, (b) of the article above-mentioned provided that Japan recognized the validity of disposition of property of Japan and Japanese nationals made by or pursuant to directives of the United States Military Government in Korea.
2) Subject to the provisions of Ordinance No.38 of the United States Military Government in Korea, all property of Japan and Japanese nationals in Korea was vested in USAMGIK and furthermore the property vested in USAMGIK was transfered to the Republic of Korea in compliance with the provisions of the Initial Financial and Property Settlement Between the Government of the United States of America and the Government of Republic of Korea that was settled on December 10, 1948.
3) In the lights of the provisions of Article 4 (b) of the Peace Treaty against Japan and of Ordinance No.33 by USAMGIK, the disposition of property of Japan and Japanese nationals in Korea and their claims, including debts, aginst the Republic of Korea and Korean people shall not be the subject of the special arrangement between the Republic of Korea and Japan. Therefore, only the resumption of our property and claims will be discussed at the meeting of special arrangement which will be held in near future.
4) The brief particulars of our property and claims against Japan and Japanese are as follows:

5) The property and claims refered to in Paragraph 4 (a) and (b) are those of all branches or agencies in Japan of firms with head offices in Korea.
Those under paragraph 4 (a) are the property and claims of the branches in Japan of the bank of Chosen, Chosen Industrial Hank, Chosen Trust Company and Chosen Financial Associations which are convicted of War Crime Financial Institutions and subject to the special liquidation pursuant to Japanese Imperial Ordinance Concerning Closed Institutions.
The property and claims referred to in Paragraph 4 (b) are those of banches or agencies in Japan of firms with head offices in Korea other than four institutions mentioned above.
6) It we could not resume our property and claims mentioned above in whole the. Japanese nationals bonds owned by the Bank of Chosen for ￥4,793,272,385. -- included in Paragraph 4 (a), must be retuned to us in view of the fact that they have been transferred to Japan by Japanese stuff of the Bank of Chosen in Korea illegally on August 25,1945 in spite of the prohibition by USAMGIK Ordinance No.33 on financial transactions between Korea and Japan on and after August 9, 1945.
