SUBJECT : Remittance of Informationfund to the Korean Delegation to the 4th Korea-Japan Conference
It is highly necessary for our delegates to contact informally the Japanese authorities or Japanese members of each committee to sound out what the Japanese side is contemplating in its talks with us. However, our delegates have not been in a position to be positive in such contact due to lack of fund for such use.
It is, therefore, respectfully recommended for Your Excellency's approval that the sum of Three Hundred U.S. dollars ($300.00) in addition to normal contingency fund be sent, each month, to Minister Tai Ha Yiu Chief of the Korean Mission in Japan, as information fund to be expended for conducting our informal contacts with the Japanese side.
According to Mr. Kyung Keun Chang, delegate to the Conference, who returned home recently, the regular contingency fund which amounts to five hundred U.S. dollars per month has never been used for the above-mentioned purpose but used for supplementing per diem of Ambassador Ben C. Limb, Chief Delegate to the Conference, due to his expensive hotel charges.
It is, therefore. also recommended that the Chief Delegate to the Conference be instructed to submit a monthly report on the expenditure of the fund.
