ANNEXED UNDERSTANDING
In the expectation that the general talks between Japan and Korea will be resumed from Sept. 2, 1957, and that the problem of the treatment of Korean residents in Japan, including criteria for the acceptance of deportees, will be discussed and settled without delay in those talks, the Government of Japan will, until satisfactory arrangements are made, refrain from detaining for the purpose of deportation those Koreans who have been residing in Japan since prior to the end of World War II and who violated criminal laws and regulations of Japan. In releasing the Korean residents detained at the Aliens Detention Camps, necessity for the help for their livelihood during the initial period after their release will also be taken into consideration.
