FROM : Foreign Minister
SUBJECT: The Korea-Japan Talks
In the Korea-Japan preliminary talks as of today, our draft Which was approved by Your Excellency on June 21, 1957 was agreed to by the Japanese side except the part of the said draft referring to the property claims issue particularly in connection with the so-called U.S. Memorandum.
As a result of negotiation for the foregoing three months, it was learned difficult for our side to expect that Japan will accent our position in the said draft.
Under these circumstances, I hereby submit, for Your Excellency's approval, a recommendation for our position to be taken at this moment as attached herewith.
