COMMENTS OF THE AMERICAN AMBASSADOR AT KYUNG MU DAI ON 20 MARCH 1957
It would seem to me advisable at this stage to reach early agreement with the Japanese on the following lines:
1. Renunciation of all Japanese property claims in Korea and acceptance of the United States treaty interpretation
2. Withdrawal of the Kubota statement
3. Return of Korean art treasures in Japanese Museums in Japan
4. Agreement to discuss all outstanding questions in accordance with an agreed agenda
5. Agreement on a date for the resumption of the discussions
6. Simultaneous release of Korean detainees in the Omura Camp with understanding that they will not be rearrested pending agreement with the Korean Government on repatriation procedures, and at the same time release of the Japanese fishermen in Korea.
It is believed that if an announcement along the foregoing lines can be made and the discussions resumed at an early date the Japanese will then be under pressure to take a reasonable attitude in the talks and to settle the outstanding issues to the satisfaction of the Korean Government.
