Sir, Foreign Office, June 11, 1883
WITH reference to the concluding paragraphs of your despatch No. 34, Confidential, of the 9th March, I have to state to you that the Commander-in-chief on the China Station has inquired through the Lords Commissioners of the Admiralty whether naval officers may be permitted to visit Seoul, and I have requested what Vice-Admiral Willes may be informed that there appears to be no objection to a few officers visiting that place, but that anything in the nature of a demonstration should, under present circumstances, be avoided, and that before giving officers leave to go there it would be desirable that he should consult you in the matter, as it is under your superintendence that the negotiations are being carried on with the Corean Government. The substance of the foregoing was communicated to you by telegraph to-day.
