TODAY'S WASHINGTON POST CARRIED AN ARTICLE ENTITLED "SEOUL WORRIED BY REPATRIATION TIDE FROM JAPAN TO RED NORTH KOREA ". THE TEXT OF WHICH READS AS FOLLOWS:
QUOTE TOKYO, JULY 4--DESPITE THE PREDICTIONS OF BOTH SOUTH KOREA AND UNITED STATES THAT NO MORE THAN 2000 KOREANS WOULD EVER ELECT TO BE REPATRIATED FROM JAPAN TO COMMUNIST NORTH KOREA, 28,000 HAVE DONE JUST THAT WITH IN THE PAST SIX MONTHS.
ACCORDING TO MATSITARO INOUYE, CHIEF OF THE JAPANESE RED CROSS FOREIGN AFFAIRS DEPARTMENT, 12,000 KOREANS ALREADY HAVE SIGNED UP TO BOARD THE SOVIET SHIPS RETURNING THEM ACROSS THE STRAITS OF KOREA, AND MORE ARE VOLUNTEERING EACH MONTH.
SOME SEEM TO THINK THAT IT MAY BE BETTER TO GO HOME THAN TO SUFFER AND STAY ABROAD," THE ONETIME JAPANESE CONSUL IN NEW YORK DECLARED.
HE NOTED THAT ALTHOUGH 97 PERCENT OF THE KOREANS LIVING IN JAPAN ORIGINALLY CAME FROM SOUTH KOREA, ALMOST ALL THE REPATRIATES ARE CHOOSING TO RETURN TO NORTH KOREA.
RHEE CASE IN QUESTION
HASN'T THE FORCED RESIGNATION OF SOUTH KOREAN PRESIDENT SYNGMAN RHEE IN APRIL AND AN INCREASE IN SOUTH KOREAN CIVIL LIBERLIES HAD ANY EFFECT?
THEORETICALLY, WE CAN ANTICIPATE THAT AS THE REGIME IN SOUTH KOREA BECOME BETTER THE PEOPLE WHO WISH TO GO TO NORTH KOREA WILL BE REDUCED," INOUYE DECLARED.

SOUTH KOREA, WHICH BITTERLY OPPOSED THE REPATRIATION SCHEME FROM THE BEGINNING IS WELL AWARE OF THE TREND. ONLY LAST WEEK, VICE FOREIGN MINISTER LEE SOO-YUNG SUMMONED THE JAPANESE CHARGE D'AFFAIRS IN SEOUL TO WARN JAPAN NOT TO EXTEND THE REPATRIATION AGREEMENT AFTER IT EXPIRES IN NOVEMBER. RELATIONS IMPROVED
LEE DECLARED SOUTH KOREA WOULD "CAREFULLY RESTUDY OUR OVER-ALL POLICY TOWARDS JAPAN " AND INDICATED THAT THERE WOULD BE NO PROVISIONAL FISHERIES AGREEMENT FOR THE DISPUTED COMMON WATERS UNTIL THE REPATRIATION MATTER WAS SETTLED.
ACTUALLY, JAPANESE-SOUTH KOREAN RELATIONS HAD CONSIDERABLY IMPROVED SINCE RHEE'S FORCED RETIREMENT. DURING WORLD WAR II, MORE THAN 2 MILLION KOREANS CAME TO JAPAN, MOST OF THEM FORCED OVER HERE TO DO GENERAL LABORING AND MINING. DURING THE EARLY PART OF THE U.S. OCCUPATION, JAPAN WAS ORDERED TO FACILITATE THEIR REPATRIATION AND MORE THAN HALF OF THE KOREANS TOOK ADVANTAGE OF IT.
BUT SOME 600,000 REMAINED. A FEW OF THEM BECAME SUCCESSFUL AND NOW MONOPOLIZE THE RESTAURANT BUSINESS IN TOKYO 'S GINZA SHOPPING AND NIGHTCLUB AREA. SOME OF THEM TOOK ADVANTAGE OF THEIR "VICTOR" STATUS IN DEFEATED JAPAN AND WORKED THE BLACKMARKET WITH AS MUCH IMPUNITY AS AN OCCUPIER. BUT THE MAJORITY OF THE KOREANS VILLAGES IN THE KOBE -OSAKA AREA AND STUCK TO THEIR OLD JOBS ON THE ROADS AND IN THE MINES.
FIGHT FROM OPPRESSION
AS THE RHEE REGIME BECAME MORE OPPRESSIVE, MORE KOREANS ARRIVED, SMUGGLING THEMSELVES IN JUNKS AND SMALL MOTORBOATS FROM SOUTH KOREA ACROSS THE NARROW STRAITS OF KOREA TO JAPANESE ISLAND OF TSUSHIMA. SOREN, A NORTH JAPAN RESIDENTS ASSOCIATION WITH COMMUNIST FINANCIAL BACKING, THEN BEGAN INGRATIATING ITSELF BY DISTRIBUTING FUNDS FOR EDUCATION.
SOUTH KOREA PROVIDED NO SUCH INDUCEMENTS. LAST YEAR, SOREN ESTIMATED THAT 170,000 OF THE KOREANS HERE WANTED TO BE REPATRIATED, PERSUADED AN UNENTHUSIASTIC INTERNATIONAL RED CROSS TO COOPERATE AND GOT THE JAPANESE GOVERNMENT TO AGREE ON THE DOTTED LINE IN GENEVA LAST AUGUST. INOUYE SIGNED FOR JAPAN.
TWO SOVIET SHIPS WERE PROVIDED TO CARRY THE REPATRIATES ACROSS THE STRAITS. AN ALL-SWISS TEAM OF OBSERVERS WAS SENT HERE TO INSURE AGAINST COMMUNIST CAJOLING. REPATRIATION MONEY WAS PROVIDED BY NORTH KOREA.
THREE CHOICES
INOUYE SAID THE KOREANS HAVE BEEN GIVEN THREE CHOICES: REMAIN IN JAPAN : MOVE TO SOUTH KOREA: OR MOVE TO NORTH KOREA.
WE DONOT ENCOURAGE; WE JUST ASK, HE DECLARED.
WHAT HAPPENS TO THE KOREANS AFTER THEY ARE RESETTLED IN NORTH KOREA ?
WE HAVE NO DIRECT INVESTIGATION OF THIS BUT ACCORDING TO THE JAPANESE NEWSPAPERMEN WHO HAVE VISITED THERE IT SEEMS THAT THEY ARE VERY WELL, INOUYE DECLARED.
HOWEVER, THEIR WELFARE IS SECONDARY TO OUR WORK. WE ARE CONCERNED WITH CARRYING OUT THEIR CHOICE. CONCURRENTLY BACK INTO COMMUNIST NORTH KOREA THERE IS ALSO A FLOW OF EXPATRIATES BACK INTO COMMUNIST NORTH VIET-NAM."
AN AGREEMENT SIGNED BETWEEN THAILAND AND NORTH VIET-NAM NOW PERMITS REFUGEES WHO FLED DURING THE FRENCH INDO-CHINA WAR TO RETURN TO THEIR HOMES FROM NORTHERN THAILAND. ACCORDING TO THE ASSOCIATED PRESS, MORE THAN 70,000 OF THESE REPATRIATES HAVE REGISTERED THEIR WILLINGNESS TO RETURN, A FIGURE WHICH IS EQUAL TO IF NOT LARGER THAN THE ORIGINAL ESTIMATE OF VIETNAMESE REFUGES IN THAILAND.
