I wish to acknowledge receipt of Your Excellency's letters Nos. 3, 4, and 5 with appreciation.
On Monday, February let, I had a talk with Mr. Maunoir of I.C.R.C. and pointed out that not only is the Japanese Red Cross conducting secret registration but also it even refuses to publish the number registrants. Mr. Maunoir said that the Japanese Red Cross was supposed to inform I.C.R.C. representatives in Tokyo of the number of registrants and Mr. Durand must know all details of the registrations and that he would immediately request Mr. Durand, now in Tokyo, to report the number of registrants.
According to Mr. Maunoir, registration windows of the Japanese Red Cross are open all the time--and registration has never been suspended. As the registration windows are spread throughout Japan, it might take some time to gather the exact information. I firmly stated that we can hardly tolerate the Japanese way of handling the 'registrations' and insisted that I.C.R.C. should withdraw from Japan.
Yesterday I sent a report by cable to the Government in this regard. It seems that I.C.R.C. so far does not show any sign of withdrawal from Japan, but since it knows our strong opposition, their Tokyo representative has issued statements warning the Japanese Red Cross. Apparently, each time the Japanese side has promised that it would comply with I.C.R.C. instructions.
It is evident that the Russians are strongly supporting the Japanese scheme and JRC is doing all it can to keep representatives of I.C.R.C. in Japan. Under these circumstances, if we are able to secure the support of the United States, it would be very helpful for us.
