Dear Miss Secretary General,
I wish to acknowledge the receipt of your letter dated July 25, 1960 and I am very pleased to reply that the Japanese Red Cross is prepared to receive warmly the representatives of your Society. As we have some questions to be settled urgently at present, I shall inform you, as soon as it is possible for us to do so, the time of their arrival to Japan.
It is needless to say that the subject of our talks should be limited to the problems relating to the human interests of the individuals, Whether Japanese or Korean, based on the principles of the Red Cross. We should not be influenced by any political consideration.
As regards to the question of the return of certain Korean residing in Japan, the International Committee of the Red Cross and the Japanese Red Cross have many times invited your Society to discuss this matter, but to our regret you did not accept it, therefore we missed the chance to explain it fully to you. In any case, the return of Koreans residing in Japan to North Korea is carried on according to the free will of Korean individuals. It is not a "deportation" as you say in your letter. It is executed under the confirmation of individual free will by the International Committee of the Red Cross. The strained relations between our two countries were not created by the return of Koreans to North Korea, but had existed far before that time, originating from the questions of Japanese fishermen and others, the fact which, in our opinion, should not be overlooked.
We are looking forward to meeting with your Society's representatives.
