SUBJECT : Dispatch of a Member of the Korean Red Cross Society to the ICRC Headquarters in Geneva
The practical procedures which the Japanese prepared to execute deportation of the Korean residents in Japan to the Communist north have been virtually revised through the process of arbitrary sophistication of the wording. The Japanese Government referred for endorsement the new procedures to the Special Mission of the ICRC in Japan, which is said to have reported on it to the Headquarters of the ICRC in Geneva for perisal.
According to information, the ICRC is likely to take up this question very soon presumably in the early part of November. It now seems that the ICRC again holds an important key for deciding the future development of the deportation.
Though Minister Kim in Geneva is making continuous representations to the ICRC in the capacity of the Government representative, it seems of urgent necessity to dispatch a member of our Red Cross Society to Geneva to augument Minister Kim's efforts.
I, hereby, humbly recommend for Your Excellency's approval that Mr. Bum Suk Lee who had already played a significant role in Geneva last March as a member of our Red Cross be dispatched again for the aforementioned purpose.
If the above recommendation meets Your Excellency's approval, I will immediately proceed to take measures necessary for the dispatch of the said Red Cross representative.
