국제적십자위원회의 동향에 관한 건

Your Excellency:
As reported by cable, I called on ICRC on the 26th and found that Mr. Gallopin, the Director General of ICRC, had just come back from a month's holiday and so was not aware of recent developments in Japan. I therefore met Mr. Manoir, who is in charge of Far Eastern affairs and had a talk for about an hour.
Firstly, 1 explained the situation in Japan as mentioned in the Governments's cable, particularly the fact that the Japanese are now trying through the back-door to revise the so-called Guide Book by providing a procedure of implementation. Also, I explained fully about the so-called confirmation of free-will at the embarkation port, that the Japanese had already disregarded this confirmation of free-will, and so on, pointing out that the Japanese are prepared to yeild to the Communist demand. What I found out from him was as follows:
ICRC considered this as the registration stage. He knew that several reports had appeared in the Japanese newspapers in this regard, but as this is nothing but the registration stage ICRC cannot at the moment announce that it will withdraw its mission from Japan.
However, as Mr. Lehner is coming back to Geneva to make a report some time towards the end of next week, ICRC will reexamine the whole situation then. I pointed out that even the
Japanese newspapers speak of the flexible implementation of the Guide Book : this clearly shows that Japan will not abide by the Guide Book. Mr Manoir promised to take up this matter with the Committee and told me again that when Mr. Lehner returns to Geneva the Committee will discuss this matter more intensively with Dr. Junod and Mr. Lehner.
Mr. Lehner 's replacement is mainly for personal 1 reasons: he is the Chief of UNICEF in Iran and so had to return from Japan. The Committee is very interested in knowing the recent developments through him, and he is coming to Geneva to make a report before going down to Iran. No doubt Mr Lehner 's report to ICRC is of great importance in the forthcoming decision of ICRC. I shall continue to see other members of the Committee during this week.
