Your excellency:
On Saturday I sent a cable report regarding the enquiry from the Foreign Minister as to how ICRC came to a sudden decision despite the iact that they had promised as to give advance notice for a reasonable period of time.
During the month of March, when the decison was suspended and when our civic delegations were here they said they would give us advance notice on the basis that our Korean Red Cross representative would return to Seoul and that our Government delegtion would return also. Also later, in June and July, Mr. Gallopin promised to give advance notice so that we could present the facts to ICRC And in fact since the end of July I have repeatedly cabled to the Government that the situation was serious.
As I reported briefly in the cable the main reason why ICRC had to announce its attitude on the 11th was, firstly, that the Japanese gave ICRC theis so-called assurances regarding the position of the Koreans in Japan and the Japanese notified ICRC that the, would go ahead with the Agreement with the north Korean communists on the so-called repatriation and would sign at Calcutta. This influenced ICRC considerably. Secondly, the unconditional resumption of talks between Korea and Japan led them to believe that tension between the two countries was greatly eased and that even if ICRC intervened there would be no adverse affects on K-J relations. Thus, as a first stage, they sent Dr. Junod to Japan to find out the facts there. As I said in the cable, his mission is very important. He told me confidentially that while he is there in Japan he wants to have all information possible from our side and again he said that if possible he wants to have the Korean Red Cross representative in Japan so that he can easily contact him. As I reported, after Dr. Junod's survey in Japan and has report to ICRC the statement issued by ICRC will be very important.
