FOR REPORTING
1. The Japanese Government formally rejected our proposal for ICJ proceeding, over the dispute relating to the deportation issue under the contention that this issue is a matter of humanitarian nature.
2. The Foreign Ministry plans to convene immediately the Residents Committee to take up the "Problem 3" as set forth is the Joint Press Release of August 26. 1959, to continuously drive Japan into bad shape.
3. While continuing vigorous campaign to oppose the deportation, our Delegation started on December is to contest the Japanese aide for early settlement of the problem of the repatriation of Korean residents to the Republic of Korea and so on,
4. As it is deemed necessary to inform our people about the efforts and measures taken by the Government to block the deportation, the Ministry is planning to release to the press in a few days pertinent materials regarding Government's efforts in this regard.
5. As a retaliatory measure against Japan's enforcement of deportation on December 14, 1959, our coast guards. secretly assisted by our Navy, strengthened their patrols along the Peace Line, but as all Japanese fishing vessels have withdraws from the Peace Line area presumably in anticipation of our retaliation, no Japanese fishing vessel was captureed so far.
6. The international public opinion since the deportation ship set sail on December 14, 1959, is not necessarily unfavourable to our side. For example, an AFP dispatch pointed out that the fact that Korean residents in Japan chose to leave the so-called free Japan to se to Communist area is an eloquent proof that Japan applied meet inhumane discrimination against those Koreans in Japan. The Philippine Herald editorially commented on December 17, 1959 that the deportation of Korean residents in Japan to the northern Korea is a new threat to the security of Asia and that Japan should be held responsible for all problems relating to the deportation issue. All the while, the U.S. Government source is keeping silent.
