With regard to "compensation" problem, I met Japanese officials concerned this morning again and exerted every possible effort with hopes to have the Japanese side increase the amount of "compensation", however, the Japanesee side is showing very firm attitude in this connection, saying that any increase of its proposed amount could not be considered under the circumstances. It seems to me that the Japanese Finance Ministry is taking most strong stand against increase of amount. I am expected to be informed of the result of contact between Ambassador MacArthur and the Japanese side on the matter sometime this afternoon. However, it seems that there is little possibility for increase of proposed amount within the limit of time. In view of the above ciroumstance I think it advisable that we would leave the decision of exact amount for later discussions with the understanding Japanesee proposed amount will be the minimum basis for the amount. Urgent Government instuction awaited.
