Item 1. I and Delegate Yu Chin O met Asian Affairs Director Iseki for about an hour from 2:30 p.m. this afternoon at Kayukaikzan, and discussed on the contents of the Joint Communique on resident issue etc., and agreed to prepare in the evening joint drafts for the Joint Communique etc. Delegate Yu together with Counsellor Chin and First Secretary Moon met Iseki for about two hours from 7:30 p.m. this evening at Kayukaikan and prepared, in accordance with what was agreed upon at the afternoon's meeting, joint drafts of the Joint Communique and of Agreed Minutes, concerning the resident issue, which have been reported via separate cable. This Delegation has exerted the best efforts with a view to reaching agreement with the Japanese side along the lines of the Government instructions within the limit of time. It is viewed that the above joint drafts are maximum and final ones which the Japanese side can offer to us. Urgent Government instruction concerning the above-mentioned two drafts will be highly appreciated.
Item 2. With regard to the amount of "compensation", the Japanese side stated repeatedly that it was extremely difficult to increase its proposed amount, although I have been continuing my utmost efforts for increase of the amount. As I have already reported, Ambassador MacArthur asked me to contact him concerning amount and contents of "oral assurance" regarding compensation after reaching agreement with the Japanese side on the rest of the matters.
Item 3. With regard to problem of mutual repatriation of detainees, it is tentatively agreed that a brief announcement in writing setting implementation date will be released simultaneously with "JOINT COMMUNIQUE ".
Item 4. For reference, the Agreed Minutes when agreed will be signed by both chief members of Residents Committee and the chief delegates of the both sides. The Japanese side proposes to hold meeting of THE COMMITTEE ON Korean Residents Problem tomorrow in order to agree formally to the joint drafts under reference.
Urgent Government instruction awaited.
