SUBJECT : Reclassification to the Japanese Government of our Position on the Deportation Scheme
On February 13, 1959, our Tokyo Mission formally lodged a protest with the Japanese Government against its decision to deport our residents in Japan to the Communist north.
In view of the present circumstances under which the Japanese Government is about to implement its deportation scheme, it is considered highly necessary to emphatically reclarify to the Japanese Government the position of our Government on the deportation issue. It is humbly recommended for Your Excellency's persual that a Note Verbale as attached herewith be delivered to the Japanese Foreign Office through out Tokyo mission
If the above recommendation meets with Your Excellency's approval, I will instruct our Tokyo Mission to sent the said Note Verbale to the Japanese Foreign Office on or after December 10.
