Re Government cable FTB-201 of October 8 on K-J Expulsion issue. Item 1. As reported to the Government by cables of this delegation and of the Mission, the Japan Socialist Party and such Pro-Pyongyang regime organisation as Nitchokyokai and Kikokukyoryokukai have accelerated their efforts, with the return of Foreign Minister Fujiyama on October 4, to break through the present impasse on the so-called "repatriation" registration. Foreign Minister Fujiyama said at a meeting of the Upper House Foreign Affairs Committee held on October 7 that, concerning the issue on the so-called repatriation guide book, actual circumstances would properly be taken into consideration in actual implementation of the "Guide Book". In the light of the above, this Delegation has been on the alert and very carefully watching the development of the situation, with a view to blocking any further concession by the Japanese side in this regard. At a dinner given by Mr. Nishimura, Chief of the Fishery Agency of the Japanese Government, and Mr. Iseki, the Asian Affairs Director of the Japanese Foreign Ministry, on October 8, Delegate Chang Kyung Keun made stressed to Mr. Iseki that any virtual concession by Japanese side to the political demands of the Korean Communists in connection with the so-called guide book would bring about the most adverse effect on the proceeding the K-J overall talks. Delegate Chang also expressed his deep regret to the reported remarks by Fujiyama under reference. With regard to the fact that a Japanese fleet of over 150 fishing vessels had openly engaged in fishing near Cheju island in violation of the Peace Line, delegate Chang also made representation to Japanese side to the effect that such an action was strong provocation to Korea, particularly when the conference is under way and that, therefore, if situation is not to be corrected, Korea would be compelled to seize them en masse. Mr. Iseki took note of delegate Chang's representation on the two points as above. This delegation will exert the utmost effort to prevent any concession by Japanese side on the socalled "guide book" issued. However, it is pointed out that there are possibilities that, if and when the Japanese side becomes impatient with little progress in the K-J overall talks, it will change its attitude to make compromise with Korean Communists on the issue.
Item 2. It was reported that the Fujiyama's remarks in question was made in reply to a Socialists interpolation as to whether or not the information that "compensation" would be paid to repatriates to the Republic of Korea was founded. The implication of the Fujiyama's remarks in question is viewed as follows: it is viewed that Japanese Government is considering the accord of virsually better treatment to repatriates to the Republic of Korea in its hopes for the settlement of the overall problems of Koreas residents and other pending issues between the Republic of Korea and Japan. Nevertheless, it is viewed that Fujiyama was not in position to make clear the above position of Japanese Government at the present stage in his caution not to say anything which might prejudice the implementation of the so-called repatriation scheme to the northern part of Korea.
