재일한인문제에 대한 대표단의 교섭과 관련한 건의사항

Excellency,
In my last report to Your Excellency dated October 19, I had the honour to present a request for the Government's instructions which will authorize this delegation to present to the Japanese the draft agreement on the problem of the Korean residents in Japan which was enclosed with the Government instructions No.Woijung (A) 2150. I presented the above request to Your Excellency with the opinion of this delegation that an early presentation of our concrete proposal to the Japanese side would contribute to the expediting of the works of THE COMMITTEE ON the problem of the Korean residents in Japan.
At the same time, it is the observation of this delegation that, even after the submittance of our draft agreement under reference at the relevant committee, it would be a considerable length of time before both parties could finalize a formal treaty in this regard, due to inherent divergency of views and technical matters involved. On the other hand, it is pointed out that the Japanese side has not given up its policy for the deportation of Korean residents to the communist-occupied northern part of Korea, although the actual deportation works have been deadlocked for some time by the disputes between Japan and the Korean communist puppets over the so-called 'repatriation guide book.' Further, there is every indication that the Korean communist puppets will come out with making compromise with the Japanese side in this connection at the time of their own choosing.
In the light of the above circumstances, and of the fact that time is running very short, this delegation views that, in its efforts to effectively cope with the situation in connection with the Korea-Japan expulsion case, an early working out of a joint declaration covering the basic principles on the settlement of the problems of Korean residents in Japan is urgently desired, prior to the conclusion of a formal treaty in this regard.
With this view in mind, this delegation prepared a draft joint declaration covering the gist of our draft agreement which was enclosed with the Government instructions No.Woijung (A) 2150, and I have the honour to enclose herein the draft for Your Excellency's perusal. Early Government instructions on the draft submitted to Your Excellency would be highly appreciated.
Particularly, in connection with the point on the payment of compensation by the Japanese side, appearing in the draft of the joint declaration, it is noted that, as I have reported to Your Excellency in my previous letters, the Japanese side seems to have in mind an idea of paying certain amount of money but its attitude is so firm that it would not acquiesce in calling such payment 'compensation.'
