Excellency,
With a view to entering into substantial discussions with the Japanese soon on the problem of Korean residents in Japan and the other pending problems, this delegation have drafted a "tentative policy concerning the current Korea -Japan Overall Talks" upon a thorough review of the problems concerned.
I have the honour to enclose herewith the text thereof for Your Excellency's perusal.
