Re Government cable FTB-122.
Item 1. According to Japanese Vice Foreign Minister Yamada, ICRC will give its formal acceptance of role in the deportation following the signing of the deportation agreement expected to take place at Calcutta between August 10 and 13. After such formal acceptance of its role, ICRC representatives are going to arrive in Japan around August 15 to make on the spot investigation concerning implementation of the deportation in order to find out how many representatives of ICRC would be required for its role and so forth.
Item 2. Yamada meant that, although he could not disclose details now in connection with strong suggestion by ICRC to the JRC for the signing of the deportation agreement as the ICRC suggestion was make confidentially, this ICRC position would be made clear when ICRC make public its acceptance in the near future.
Item 3. Under the situation that the so-called deportation agreement is almost definitely going to be signed and as Yamada said to me that, though a careful consideration would be given to our stand regarding the deportation issue as clarified in our Aide Memoir of August 5, the final decision to be made by Foreign Minister Fujiyama in the forthcoming Japanese reply to our aforementioned Aide Memoire is hardly prospected to be an optimistic one, I intentionally left a reservation to expredd our views formally according to the Japanese reply.
Item 4. In view of the above mentioned situation, I requested the Government to give us instructions in this connection for caution sake. However, persuant to telephone instructions this afternoon, the oral statement was handed to the Chief of Northeast Asia Section of the Japanese Foreign Ministry by the Chief of Political Section of the Mission, of which separate code report is despatched to the Government.
