First Secretary Pil Shik Chin of the Mission called on Mr. Nakagawa, Chief of the Northeast Asia Section of the Japanese Foreign Ministry, at four thirty this afternoon (August 6), and handed him an Oral Statement concerning the mutual repatriation, in accordance with the Government's instructions Woijung 1819 of August fourth. Chin's meeting with Nakagawa was a very brief one. According to Mr. Chin, Nakagawa wanted to know whether the certain Koreans at Omura who alledgedly wish to be repatriated to northern Korea were included in the mutual repatriation or excluded therefrom. Mr. Chin replied in this connection that the oral statement covers what was exactly stated by me on the occasion of my conversation with the Japanese Foreign Minister on July 30th. Nakagawa also wanted to know the exact implications of the wording "in spite of the December 31, 1957 Agreement" in the oral statement, adding that he might bring up some more question later on upon further study on the oral statement. For your reference, there was no mention at all at this meeting concerning the press release on this meeting.
