TO : Ambassador Tai Ha Yiu, Korean Mission in Japan
SUBJECT : Proposal for Unconditional Resumption of the Overall Talks, etc.
1. You are instructed to meet, as soon as possible, Japanese Foreign Minister to make representation delivering to him an Aide Memoire the text of which is enclosed herewith (Enclosure I).
2. As for the contents of the Aide Memoire, it is unnecessary for you to paraphrase anything, except that you especially should stress to the Japanese Foreign Minister that the Korean Government is thus ready to "unconditionally" resume the overall talks to prevent the present relations between two countries from being further deteriorated.
3. On the occasion of the above-mentioned representation, you are also instructed to notify the Japanese Foreign Minister of our readiness to effect mutual repatriation of Korean detainees at Omura and those Japanese fishermen who served out their sentences as of the date of the same representation. In this connection, your remarks (oral) should be to the following effect:
Strictly in accordance with Agreement dated December 31, 957, the Government of the Republic of Korea repatriated all those Japanese fishermen who should be released by the term of the said Agreement. To our regret, however, the Japanese Government failed to repatriate Korean detainees who should be released by the above-mentioned Agreement, and whom the Japanese Government promised to repatriate to the Republic of Korea by Japanese transportation. The Japanese Government is hereby notified that as soon as it repatriates Korean detainees, presenths at Omura to the Republic of Korea, the Korean Government will repatriate those Japanese fishermen who served out their sentences as of this date in spite of Dec. 31. 1957 ▣▣ment from humanitarism points of views, the Korean Mission is ready to discuss with the Japanese Foreign Ministry on the implementation of this mutual repatriation of detainees if the latter so agrees.
4. If on the occasion of your representation pursuant to this instructions the Japanese Foreign Minister ask any question, please reserve prompt answer saying that such question will be immediately relayed to home government.
5. You are informed of the following exclusively for your secret information:
1) that as of this moment, the United States did not yet favorably respond to our position set forth in the Oral Statement the copy of which the Ministry sent to you by cable number FTB-103 dated July 25, 1959.
2) that the Government is planning to dispatch to Minister Kim in Geneva a copy of the Aide Memoire the above mentioned oral remarks which you will deliver to the Japanese Foreign Minister so that Minister' Kim may inform the ICRC of our position made ▣▣▣▣ to the Japanese Government.
